It's unbelievably quiet. Not quiet compared to other graphics cards. Just quiet compared to, well, anything.
If you place as much value upon your ears as you do upon the eye candy, then you're in for a treat.
You're getting a lot of card for the money with the factory overclock, low temperatures, and the sheer silence are certainly worth a premium over a reference card.

At time of launch the Powercolor PCS+ HD 7950, Sapphire HD 7950 OC and XFX R7950 BE will be priced at $469, $479 and $499, respectively. This makes them between $30 and $50 more expensive than the stock models. However, a quick look over at Newegg shows all three currently priced at $499, still these SKUs are quieter, more efficient and possibly overclock higher than the reference models.

PowerColor added an aftermarket cooling solution along with some out-of-the-box overclock which to make it even faster, cooler and quieter. The newly designed cooler has 92 mm dual fan mechanism. If temperature was the limiting factor for you in overclocking, then this graphics card should end all the worries. For only around $20 more than the reference design card, PowerColor HD 7950 PCS+ offers a better price to performance ratio as compared to other similar cards.
